About modification and amendments in the Law of the Kyrgyz Republic "About lotteries"

Article 1. Bring in the Law of the Kyrgyz Republic "About lotteries" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 2009, No. 4, the Art. 368) the following changes and amendments:
1. To recognize preamble of the Law invalid.
2. Add the law with Articles 1-1 and 1-2 of the following content:
"Article 1-1. Subject of regulation of the Law
This Law determines the legal basis of state regulation of the relations arising under the organization and carrying out the state and non-state lotteries, establishes obligatory standard rates of lotteries, control procedure over their organization and carrying out, and also the rights, obligations and responsibility of persons participating in the organization and carrying out lotteries.
Article 1-2. Legislation on lotteries
The legislation on lotteries consists of the Constitution, this Law and other regulatory legal acts of the Kyrgyz Republic, and also come in the procedure established by the law into force of international treaties which participant is the Kyrgyz Republic.
Activities of founders and organizers of lotteries regarding the prevention, identification and suppression of the acts connected with financing of terrorism and legalization (washing) of income gained in the criminal way are performed according to the legislation on counteraction to financing of terrorism and to legalization (washing) of income gained in the criminal way.".
