About modification of the orders of the Government of the Republic of Kazakhstan of January 25, 2013 No. 35 "About approval of Rules of subsidizing on support of breeding livestock production" and of January 25, 2013 No. 36 "About approval of Rules of subsidizing for the purpose of increase in productivity and product quality of livestock production"

The government of the Republic of Kazakhstan DECIDES:

1. Bring the following changes in some decisions of the Government of the Republic of Kazakhstan:

1) in the order of the Government of the Republic of Kazakhstan of January 25, 2013 No. 35 "About approval of Rules of subsidizing on support of breeding livestock production" (SAPP of the Republic of Kazakhstan, 2013, No. 12, the Art. 217):

in the Rules of subsidizing on support of breeding livestock production approved by the specified resolution:

state Item 1 in the following edition:

"1. These rules of subsidizing on support of breeding livestock production (further - Rules) determine procedure for provision of budget subsidies (further - subsidies) for the account and within the means and actions provided in the republican budget for the corresponding financial year to domestic agricultural producers, the physical persons and legal entities performing activities for use of breeding manufacturing bulls in the public herds created from livestock of personal subsidiary farms (further - producers), to the republican breeding center for breeding case in livestock production (further - the republican breeding center), to the breeding plant on Kostanay breed of horses, breeding loud-speaker on meat poultry farming, for the purpose of increase in specific weight of breeding animals and productive qualities of farm animals.";

"1) acquisition by producers of breeding and selection young growth of cattle;

2) the selection and breeding work directed to improvement of high-quality structure of uterine number of cattle and sheep;

3) acquisition and use by producers of seed of the manufacturing bulls estimated on quality of posterity and transplantation of embryos;";

state Item 6 in the following edition:

"6. Are not subject to subsidizing:

1) the breeding and selection young growths, poultry-farming products, seed of manufacturing bulls, embryos which are earlier reduced the price, and also acquired on barter, on account of settlement or used not for the reproduction purposes;

2) uterine livestock - on carrying out selection and breeding work, the breeding manufacturing bulls used for copulation in public herd - on content, pro-subsidized in the current year;

3) the breeding young growth of cattle delivered from abroad (except for the breeding young growth delivered from the Russian Federation, the Republic of Belarus and Ukraine), which is not estimated on index system; the breeding bulls delivered from abroad, not estimated on own productivity or on quality of posterity;

4) the breeding cows and telka used for crossing by manufacturing bulls: not purebred, unvalued breeding, other breeds, except for absorption crossing;

5) all uterine livestock of the commodity herd participating in pedigree transformation in case of non-compliance with the requirement for availability, use in reproduction and rotation of breeding producers according to zootechnical standard rates (at least one producer on thirty heads of the sluchny contingent, use of the producer no more than two sluchny seasons in a row).";

state Item 8 in the following edition:

"8. In case of excess of amounts of the subsidies declared by producers over the allocated amounts of subsidies, in priority procedure requests are satisfied (in decreasing order of priority) on:

1) acquisition of breeding and selection young growth of cattle;

2) conducting selection and breeding work;

3) acquisition of breeding young growth of sheep.

Balance is distributed in proportion, according to amounts of receivable subsidies in the submitted applications. The unpaid remaining balance of subsidies which is due to producer will be paid to it from available funds of next month(s) in case of their availability.";

"4) report form on payment of subsidies in quarter on area;";

"10. The Minister of Agriculture of the Republic of Kazakhstan and akims of areas annually till January 20 sign the agreement with individual monthly funding plan of area on support of breeding livestock production.";

"12. The akim of area within fifteen working days after official publication of these rules creates the decision the regional commission concerning subsidizing of breeding livestock production under the chairmanship of the deputy akim of area concerning agricultural industry (further - the Commission).";

"13. Competence of the Commission includes determination of amounts of receivable budget money according to requests of producers within the limits set by funding plan on months and according to priority of the directions, forming of the summary act in the form approved by the Ministry, and approval of the account register for payment.";

"18. Producers in process of emergence of the corresponding bases submit to Department requests in the form approved by the Ministry with complete document packages according to Items 30-32 of these rules on the actual amounts which are subject to subsidizing according to the directions specified in Item 2 of these rules. Producers provide accuracy of the data, specified in the request. The department registers application by producer in the relevant magazine of registration of requests.";
