1. Approve the enclosed Rules of reference of legal entities to city-forming and maintaining their list.
2. Determine the state authorized body by maintaining the list of city-forming legal entities the Ministry of Economy and Budget Planning of the Republic of Kazakhstan.
3. To the state authorized body within 30 (thirty) days to approve the list of city-forming legal entities of the Republic of Kazakhstan.
4. This resolution becomes effective from the date of signing and is subject to publication.

1. Legal entities are included in the list city-forming (further - the List) by one of the following criteria:
1) the production volume of the legal entity exceeds 14 percent from city production volume;
2) number working in the legal entity exceeds 14 percent from the number of able-bodied population of the city;
3) number working in the legal entity exceeds 10 percent from the number of able-bodied population of the city and in city production volume the share of the legal entity exceeds 10 percent.
