1. Bring in the order of the Government of the Republic of Kazakhstan of May 7, 2012 No. 585 "About approval of Rules of change of quotas and renewals of the certificate on emissions of greenhouse gases" (SAPP of the Republic of Kazakhstan, 2012, No. 48, the Art. 654) the following changes and amendment:

in Rules of change of quotas and renewals of the certificate on emissions of the greenhouse gases approved by the specified resolution:

"4. In the cases specified in Item 2 of these rules, the user of nature submits to authorized body in the field of environmental protection (further - authorized body) till October 1 of the current year the following documents:

1) the statement in the form approved by authorized body;

2) the calculations proving change of quota.

5. The review of quota for emissions of greenhouse gases connected with increase in quota is considered on changes which were made during the period from the established basic level before the termination of effective period of the national plan.";

exclude Item 6;

add with Item 8-1 of the following content:

"8-1. The basis for refusal in change of quota are incompleteness and unauthenticity of the materials provided to authorized body";

2) of Item 9 to state the subitem in the following edition:
