About the status of the educator

Increase in professionalism and the social status, improvement of financial position of educators are considered by the State Parties of the Commonwealth of Independent States as priority tasks of educational policy.

This Model law determines the basic principles of state policy concerning educators shared by all states of the Commonwealth. It is designed to promote realization of their rights, the academic freedoms, scientific and pedagogical creativity, and also implementation of measures of the state support.

Article 1. The basic concepts used in this Law

Legal status of the educator - legally enforceable provision of person who is engaged in the specialized activities connected with functioning and educational development.

Educational activities - set of the consecutive actions taken by organizers of education, pedagogical and other educators for achievement of the results provided by the social purposes of education and its tasks.

Pedagogical activities - the training process and education aimed at all-round development of the student and which is performed both in the institutionalized forms and by means of individual labor activity.

Individual labor pedagogical activity - the activities for training and education performed by the physical person registered as the individual entrepreneur.

Educational activities - purposeful process of development by the student of new knowledge and abilities, development of its creative capabilities.

The scientific and pedagogical worker - the specialist occupied with scientific and (or) pedagogical activities in organizations of the higher and postgraduate professional education.

Andragogika - the science studying patterns of training of adults.

The education qualification - the level of formal education required for receipt of these or those rights in particular the rights to be engaged in pedagogical activities.
