This Law establishes the principles of implementation of state policy, the legal basis of activities of public authorities in the field of preserving salmons, their reproduction, rational use and regulation of turnover of products from them.
The law establishes single approach and procedure for regulation of all process of use of salmon types, including products from them, for satisfaction of economic, ecological and other needs of the person taking into account interests of present and future generations.
The law is adopted in development of the legislation in the field of fishery and preserving water biological resources which are used and protected as basis of life and activities of the people living in the corresponding territory.
In this Law the following basic concepts are used:
salmons - the species of fish which passed the long period of evolution and living in reservoirs of the Northern hemisphere - Europe, Asia and North America. 33 types live in reservoirs of the CIS countries;
migrations of salmon - as migrations salmon are divided into anadromous types, or checkpoints which spawning takes place in fresh water, and нагул and maturing - in sea, and fresh-water types which all lifecycle does not go beyond fresh waters;
total number of populations and their spawning parts - quantitative indices of number of all age groupes in population, characterizing cumulative biological potential and number of polovozrely individuals that determines reproductive opportunities of populations and amounts of their rational trade;
