The purpose of this Law is development of the general principles and approaches to ensuring social support and protection of the rights and interests of citizens of the CIS countries which were affected by radiation as a result of the radiation accidents, nuclear testing and incidents which appeared in zone of influence of adverse factors.
Social protection of the citizens who were affected by radiation as a result of radiation accidents, nuclear testing and incidents (further - social protection of the citizens who were affected by radiation), - system of the special economic, social, legal, medical and organizational and technical measures guaranteed by the state compensating negative effects of impact of radiation and providing to victims health protection, protection of valuable interests, conditions for accommodation and labor activity.
In this Law the following terms are accepted:
accident radiation - the loss of management of source of ionizing radiation caused by defect of the equipment, the wrong actions of personnel, natural disasters or other reasons which led to the radiation of people or radioactive environmental pollution exceeding the sizes regulated for normal conditions;
harm - set of the caused material, moral damage, harm to health or unacceptable risk degree of its origin;
dose effective annual - the amount of the effective dose of external radiation received for calendar year, and expected the effective dose of internal radiation caused by receipt in organism of radionuclides for the same year (unit of annual effective dose - sievert (Stars));
