Article 1

Bring in article 24.1 of the Federal Law of June 24, 1998 No. 89-FZ "About production wastes and consumption" (The Russian Federation Code, 1998, No. 26, Art. 3009; 2012, to No. 31, the Art. 4317) change, having stated it in the following edition:

"Article 24.1. Utilization collection

1. For each wheel vehicle (chassis) imported into the Russian Federation or made, made in the Russian Federation, except for wheel vehicles (chassis) specified in Item 6 of this Article utilization collection for the purpose of providing ecological safety, including for protection of health of the person and the environment against harmful effects of operation of wheel vehicles (chassis) is paid (further in this Article - vehicles (chassis), taking into account their technical characteristics and depreciation.

2. Types and categories of vehicles (chassis) concerning which utilization collection is paid are determined by the Government of the Russian Federation.

3. Payers of utilization collection for the purposes of this Article are recognized persons who:

perform import of vehicles (chassis) to the Russian Federation;

perform production, production of vehicles (chassis) in the territory of the Russian Federation;

acquired vehicles (chassis) in the territory of the Russian Federation at persons who are not paying utilization collection according to paragraphs to second and third Item 6 of this Article or at persons who did not pay to violation of established procedure of utilization collection.
