1. Activities for purchase, sale, transportation, collecting and exhibiting of civil weapon and cartridges to it in the territory of Turkmenistan are performed based on permission (except for implementation of these activities by the militarized state bodies).
2. To it are issued to legal entities of permission to activities for purchase, sale, transportation, collecting and exhibiting of civil weapon and ammunition by the Ministry of Internal Affairs of Turkmenistan based on the statement of the head of the legal entity.
3. To it are issued to citizens of permission to activities for collecting and exhibiting of civil weapon and ammunition by the Ministry of Internal Affairs of Turkmenistan based on petitions from citizens of Turkmenistan.
