1. Approve the enclosed Rules of transportations of passengers, baggage and cargo baggage by railway transport of the Republic of Kazakhstan.

2. To committee of rail transport of the Ministry of Transport and Communications of the Republic of Kazakhstan (Baydauletov N. T.) provide submission of this order to the Ministry of Justice of the Republic of Kazakhstan for state registration.

3. To impose control of execution of this order on the first vice-Minister of Transport and Communications of the Republic of Kazakhstan Lavrinenko Yu. I.

4. This order becomes effective from the date of state registration.

Rules of transportations of passengers, baggage and cargo baggage by railway transport of the Republic of Kazakhstan

General provisions

1. Rules of transportations of passengers, baggage and cargo baggage by railway transport of the Republic of Kazakhstan (further - Rules) are developed according to the Law of the Republic of Kazakhstan "About rail transport" (further - the Law) and other regulatory legal acts, and also for the purpose of requirements satisfaction of the population and the state in transportations by railway transport.

2. Rules determine procedure of transportations of passengers, hand luggage, baggage and cargo baggage by rail.

3. Transportation of passengers, baggage and cargo baggage by rail in international and en route the message through the Republic of Kazakhstan is performed according to the legislation of the Republic of Kazakhstan and international treaties ratified by the Republic of Kazakhstan.

4. In these rules it is used the following determinations and terms:

1) automated control system for passenger traffic (further - ACS) - system of centralized management of passenger traffic and electronic booking;

2) group transportation - transportation at least 10 passengers who paid journey and the following for one route in one train, including in cars of different category;

6) carrier on rail transport (further - carrier) - the carrier transporting railway vehicles and specified in carriage documents;

7) authorized body - the central executive body determined by the Government of the Republic of Kazakhstan, enabling within the competence the realization of state policy in the field of transport, coordination, regulation and control of activities of transport complex in the Republic of Kazakhstan according to the legislation of the Republic of Kazakhstan.

5. The schedule of movement of passenger trains, including suburban, the carrier specifies in posters and different reference books.

6. Execution of travel documents (tickets) for passenger trains is made by means of the ACS terminals or on manual technology.

9. Advance sale of travel documents is performed in terms from 45 to 1 days before departure of the train.

Sale of travel documents in cars of the through-message is made, first of all to the passengers following to destination of these cars or Items located on the site of variation from the main route of the train, and for other passengers in the presence in them empty seats in day of departure of the train.

Booking and advance sale of travel documents for places in transit trains stop in 3 hours prior to arrival of such train on the station according to the schedule.

10. The carrier according to preliminary applications of legal entities and physical persons performs sale of travel documents for group transportations.

The written request for seat booking in trains is accepted from 45 days to 2 hours before departure of the train.

In it the name of the legal entity, surname, name middle name of physical person of the head of group, number of the train, category of the car, the number of places, date of departure, station of origin and appointments is specified. The request of legal entities shall be signed by the head of the organization, physical persons - the head of group.

The pofamilny list of group of passengers (in duplicate) with indication of surname, name, middle name, details of their documents, and also the head of group is put to the request. After execution of travel documents, on both copies of the list, the mark about execution of travel documents, one of which is given to the head of group for further transfer to the conductor, is put down.

If in the request it is specified about provision of separate cars, all places in the car irrespective of quantity of passing are subject to payment.

Not later than 7 days before departure of the train, person who submitted the application shall acquire the ordered travel documents (tickets), having paid fare. If at the scheduled time travel documents (tickets) are not processed, the request is cancelled and places are transferred for sale.

11. In case of presentation of the request for travel documents (tickets) less, than in 10 days prior to departure of the train, and in case of possibility of its registration, fare is paid within a day from the moment of presentation of the request.

Registration of driving of passengers through the request is made on one form of the travel document. On one form of the travel document registration no more than 36 places with indication of details of the head of group is allowed, in exceptional cases (travelers) execution of the travel document on each place on the separate form is allowed.

For reservation (booking) of places in passenger trains for implementation of group transportations the additional fare is levied.

In case of refusal of the allocated places the payment does not return.

12. The document on the right of journey by railway transport is the travel document (ticket) of the established form with indication of surname of the passenger and drawn up based on the identity document of the passenger (the passport, the identity certificate of the citizen, the certificate of birth for children not reached 16 years, the military ID for the military personnel of conscription service, the certificate of release with the photo for following to destinations for persons exempted from correctional facilities, the temporary certificate of the citizen, the certificate of the refugee.).

13. In case of execution of travel documents (tickets) of the data are printed by the ticket printing device connected to ACS.

Sale of subscription tickets of all types beforehand, prior to the beginning of ticket effective period is allowed (in 30 days). The carrier makes sale of monthly subscription tickets (from any number), with the right of journey to all days of the week, and also tickets of "day off" (to bearer), valid for journey on Fridays, Saturdays, Sundays, holiday and to holidays to the zone specified in the ticket along the specified route.

24. For driving through office trips within certain sites by the carrier makes sale of coupon tickets of the established form.
