About measures for ensuring accomplishment of the obligations of the Russian Federation following from the Convention of 2006 on work in sea navigation

For the purpose of accomplishment of the obligations of the Russian Federation following from regulations of the Convention of 2006 on work in sea navigation, the Government of the Russian Federation decides:

1. Determine that:

The Ministry of Transport of the Russian Federation performs ensuring compliance with the Convention of 2006 on work in sea navigation (further - the Convention), the "Duration of working hours and time of rest" provided by rules 1.3 "Preparation and qualification", 2.3, 2.4 "The right to leave", 2.6 "Compensations to seamen in case of loss or flooding of the vessel", 2.7 "Completion of courts by crews", 2.8 "Career development, advanced training and opportunities for employment of seamen", 4.2 "Responsibility of shipowners", 5.1 of "Flag State obligation" and 5.2 of "Port State obligation", and also requirements of the A5.1.5 standards of "The procedure of consideration of claims onboard the vessel" and A5.2.2 "Procedures of consideration of claims of seamen ashore" (regarding approval of claim treatment procedure of seamen onboard the vessel and claim treatment procedure of seamen ashore);

The Federal Agency for Sea and Inland Water Transport performs ensuring compliance with the Convention, provided by rules 4.4 "Access to coastal subjects to social appointment" and 5.2.1 "Control of courts in port", and also accomplishment of functions of competent authority according to item 4 of the A5.1.5 standard "Procedures of consideration of claims onboard the vessel;

The Federal Service for the Oversight of Transport performs ensuring compliance with the Convention, stipulated in Item the 6th A5.2.1 standard "Control of courts in port", as body of the flag State which in the established cases is informed by the port State authorized officer;
