4) goes beyond competence of the body which published regulatory legal act;

5) it is not approved with the interested bodies;

6) infringes on interests of subjects of private entrepreneurship and has no appendices in the form of the expert opinions presented by accredited associations of subjects of private entrepreneurship;

7) it is accepted with violation of the procedure established by rules of state registration, and also registration and approval of the regulatory legal acts which are subject to state registration.
