About non-state (private) security activities and non-state (private) detective activities
This Law governs the public relations arising in connection with implementation of non-state (private) security activities (further - security activities) and non-state (private) detective activities (further - detective activities), determines the legal basis, the principles and tasks of the specified types of activity, order of interaction of subjects of security and detective activities with state bodies in the field of protection of law and order and fight against crime, and also activities of security services of legal entities for the benefit of ensuring own safety.
For the purpose of this Law the following basic concepts are used:
security activities - the licensed type of activity on rendering the security services by the non-state (private) security organizations provided by this Law to physical persons and legal entities on contractual (paid) basis;
detective activities - the licensed type of activity on rendering the detective services provided by this Law to physical persons and legal entities on contractual (paid) basis the non-state (private) detective organizations and detectives (individual entrepreneurs);
the non-state (private) security organization (further - the security organization) - the commercial organization registered in the procedure established by the law, having the license for implementation of security activities and founded especially for rendering security services;
the non-state (private) detective organization (further - the detective organization) - the commercial organization registered in the procedure established by the law, having the license for implementation of detective activities and founded especially for rendering detective services;
security service - the structural division created by the legal entity for ensuring own safety;
the security guard - the citizen who had special training for work as the security guard, got permission to carrying firearms and special means, the certificate of the security guard in the procedure established by the law and working in the security organization for the employment contract;
the detective - the citizen who is working in the detective organization or security service for the employment contract or obtained the license for implementation of non-state detective activities in the procedure established by the law and registered as the individual entrepreneur;
the protected person - the physical person which signed the contract with the security organization (on paid basis) on rendering security services in protection of the life and health, and equally in the employee of the legal entity, protection of life and which health is performed based on the agreement signed by the legal entity with the security organization;
the protected objects - buildings, structures, constructions, the territories and water areas, vehicles, and also loads, including in case of their transportation, money and other personal and real estate which is subject to protection against illegal encroachments;
security measures - set of actions of the security organizations for ensuring protection of the protected objects and protection of physical persons;
access control - the procedure provided with set of the actions and rules excluding possibility of uncontrolled entrance (exit) of persons, entrance (departure) of vehicles, bringing (carrying out), import (export) of property to the protected objects and from the protected objects established within the protected object;
the inside mode - the procedure provided with set of the actions and rules which are carried out by persons which are on the protected objects according to requirements of regulations established within the protected object;
the bodyguard - the security guard who is carrying out the security functional obligations established by this Law, had special training for work on protection of life and health of protected persons, including with use of office weapon, received the certificate of the bodyguard in the procedure established by this Law and working in the security organization for the employment contract;
the certificate of the security guard - the document issued to the security guard on place of employment and confirming it legal status and work in the relevant security organization;
the certificate of the bodyguard - the document issued to the bodyguard on place of employment and confirming it legal status and work in the relevant security organization.
The legal basis of security and detective activities the constitution of the state, the conventional principles and rules of international law and international treaties constitute, this Law, other laws, and also other regulatory legal acts of the state accepted according to them.
The main objectives of security and detective activities are:

- rendering security and detective services to legal entities and physical persons for the purpose of protection of their rights and legitimate interests;
