About procedure for the solution of the questions connected with writing of surnames and middle names of persons of the Kazakh nationality

Considering numerous addresses of citizens of the Republic of Kazakhstan, for the purpose of reduction of practice of writing of the Kazakh surnames and middle names in compliance with historically developed traditions of the Kazakh people I decide:

1. Persons of the Kazakh nationality have at will the right to change writing of the surnames and middle names with exception of affixes unusual for Kazakh, but with preserving root bases of surnames and middle names. At the same time the terminations "ula" or "kyza" depending on sex of person are together added to name of the father when writing middle name.

2. Determine that stipulated in Item 1 this Decree writing of surnames and middle names is made in the simplified procedure by authorized state body in the field of documentation in case of issue of passports and identity certificates of the citizen of the Republic of Kazakhstan without introduction of amendments to acts of record of civil status.

3. Change of writing of surname and middle name of person does not affect its legal personality, that is is not the basis for the termination or change of its rights and obligations acquired under surname and middle name in former writing.

4. All other questions connected with change of surnames, names, middle names are solved according to regulatory legal acts of the Republic of Kazakhstan.

5. To provide to the government of the Republic of Kazakhstan reduction of the regulatory legal acts and acts of the central executive bodies of the Republic in compliance with this Decree.

6. This Decree becomes effective from the date of publication, except for Item 2, becoming effective since May 1, 1996.
