Realization of the state youth policy acts as the instrument of social and economic and cultural development, providing competitiveness and strengthening of homeland security of the state.
This Law is the legal act of advisory nature containing in systematic statement general for the State Parties of the CIS of task and the direction in the field of youth policy.
In this Law the following terms and their determinations are used:
the state youth policy - the system of the decisions and actions realized by subjects of the state youth policy, directed to achievement of strategic objectives of steady reproduction and growth of efficiency of use of manpower; education of young citizens of the State Party of the CIS in the spirit of patriotism, respect of cultural and cultural wealth of the Fatherland; achievements of conscious understanding by young citizens of the fundamental ideas of historical development of the state, modern directions of state policy;
youth (young citizens) - social and demographic group (social community) of the citizens (including persons with double citizenship, foreign citizens and stateless persons) constantly or mainly living in the territory of the State Party of the CIS aged from 14 up to 30 years (or in other age brackets if they reflect the ideas of youth which traditionally developed in the State Party of the CIS);
