"For the purpose of strengthening of social protection and improvement of material security of the staff of passport and registration structures of relevant organ of the executive authority having special rank (except for the workers performing activities in the centers "Service ASAN") 20 percent of the state fee paid for issue or replacement of the identity certificate of the citizen of the Azerbaijan Republic and the all-civil passport granting to citizens of the Azerbaijan Republic the departure right abroad are transferred into the special account.".
