About certification

 This Law establishes legal, economic and organizational bases of certification in Turkmenistan.

Chapter 1. General provisions

Article 1. Basic concepts

For the purposes of this Law the following basic concepts are used:

1) certification procedure of which the documentary certificate of compliance of subject to certification to the requirements established by regulating documents on certification is result;

2) the certificate of compliance document certifying that subject to certification conforms to the requirements established by regulating documents on certification;

3) regulating documents on certification – the regulating documents containing rules, requirements, the general principles, characteristics concerning certain types of activity or their results and registered by the Main public service of Turkmenstandartlara (further - authorized body);

4) the state accreditation (certification) – the procedure performed by authorized body for the purpose of confirmation of competence by it its jurisdictional enterprises (organizations), other state bodies, test laboratories (centers) or certification experts-auditors in accomplishment of certain works in the field of certification according to regulating documents on certification;

5) the certification expert-auditor (further - the expert-auditor) – the specialist certified in accordance with the established procedure, having the corresponding qualification for carrying out certain works in the field of certification;

6) the producer, the manufacturer, the contractor, the seller, the product supplier – the individual entrepreneurs and legal entities making, issuing, selling products (the performing works rendering the services) and bearing responsibility for its quality.

Article 2. The legislation of Turkmenistan in the field of certification

1. The legislation of Turkmenistan in the field of certification is based on the Constitution of Turkmenistan and consists of this Law and other regulatory legal acts of Turkmenistan.
