About education of persons with features of psychophysical development (vocational education)

This Law determines legal, economic, social and organizational basis of vocational education and is directed to creation of necessary conditions for education by persons with features of psychophysical development, social adaptation and integration of specified persons into society.

Chapter 1. General provisions

Article 1. Main terms and their determinations

1. In this Law the following main terms and their determinations are used:

1.1. vocational education - the training process and education of persons with features of psychophysical development including special conditions for receipt of the corresponding education, rendering the correctional help, social adaptation and integration of specified persons into society;

1.2. person with features of psychophysical development - person having the physical and (or) mental violations interfering education without creation for this purpose of special conditions;

1.3. the child with features of psychophysical development - person with features of psychophysical development aged to 18 years;

1.4. physical and (or) mental violations - the aberrations limiting social activities and confirmed according to the procedure, established by the legislation;

1.5. multiple physical and (or) mental violations - two and more physical and (or) mental violations confirmed according to the procedure, established by the legislation;

1.6. the heavy physical and (or) mental narusheniyafizichesky and (or) mental violations confirmed according to the procedure, established by the legislation, expressed in such degree that education according to educational standards (including special) is unavailable and possibilities of training are limited to receipt of bases of knowledge of the world around, acquisition of skills of self-service, receipt of elementary labor skills and elementary professional training;

1.7. the early complex help - the system of measures including identification, inspection, correction of physical and (or) mental violations, individualized training of the child with features of psychophysical development aged up to three years with психолого - medico-pedagogical maintenance in the conditions of family, organizations of education and the organizations of health care;

1.8. correction of physical and (or) mental violations - system of the psychology and pedagogical and medico-social measures directed to correction or weakening of physical and (or) mental violations;

1.9. психолого - medico-pedagogical inspection - studying with use of ad hoc methods and techniques of specific features of the identity of the child, development of its cognitive and emotional and strong-willed spheres, potential opportunities and the states of health for the purpose of determination of special conditions for education;

1.10. special conditions for education - condition of training and education, including special training programs and techniques of training, individual technical means of training, special textbooks and education guidances, adapted living environment, and also pedagogical, medical, social and other types of the help without which development of the appropriate training programs by persons with features of psychophysical development is impossible or complicated;

1.11. organization of formation of general type - the organization of education created for training and education of persons which do not have the physical and (or) mental violations interfering education without creation of special conditions;

1.12. the integrated training and education - the organization of vocational education under which training and education of persons with features of psychophysical development are performed in the organizations of formation of general type which created special conditions for stay and education by such persons;

1.13. special facility of education - the organization of education created for training and education of persons with features of psychophysical development;

1.14. training and education at home - the organization of vocational education under which development of the appropriate training programs by person with features of psychophysical development, on medical indications temporarily or constantly not visiting organization of education, is performed at home.
