About introduction of amendments to the Law of Ukraine "About judicial system and the status of judges" and the procedural laws on additional measures of protection of safety of citizens

The Verkhovna Rada of Ukraine decides:

I. Make changes to the following legal acts of Ukraine:

1. In the Code of Ukraine about administrative offenses (The sheet of the Supreme Council of USSR, 1984, appendix to No. 51, the Art. 1122):

 Article 122 to add 1) with part five of the following content:

"Implementation by person managing the vehicle, movements in column as a part of more than five vehicles without approval of conditions and procedure for movement of the relevant division of the Ministry of Internal Affairs of Ukraine which ensures traffic safety, the entailed creation of obstacles for traffic -

involves imposing of penalty from forty to fifty free minima income of citizens or deprivation of the right of control of vehicles for a period of one up to two years with paid withdrawal of the vehicle at its owner or without that";

2) in Article 126:

to state paragraph two of part two in the following edition:

"Attracts imposing of penalty from fifty to hundred free minima income of citizens with paid withdrawal of the vehicle at its owner or without that";

to state paragraph two of part three in the following edition:

"attracts imposing of penalty from fifty to hundred fifty free minima income of citizens with paid withdrawal of the vehicle at its owner or without that";

3) in Article 164:

in part one:

the paragraph one to add with the words "and also implementation of activities of news agency without its state registration, after the termination of its activities or with evasion from re-registration in the presence of the bases provided for this purpose by the law";

in the paragraph the second shall be replaced with words the words "from twenty to hundred" "from six hundred to one thousand";

in the paragraph the second shall be replaced with words parts two of the word "from hundred to five hundred" "from one thousand to two thousand";

4) in Article 185-1:

state part one in the following edition:

"Violation of established procedure of the organization or holding meeting, meetings, street processions and demonstrations by their participant, including about public authorities, local government bodies, organizations, the companies, the organizations, the dwelling or other ownership of person, -

involves imposing of penalty from hundred to two hundred free minima income of citizens or administrative detention for a period of up to ten days";

in the paragraph the second shall be replaced with words parts two of the word "from twenty to hundred" "from two hundred fifty to five hundred";

add with parts three and the fourth the following content:

"Participation in meeting, meeting, street campaign, demonstration, other mass action in mask, helmet or with use of other means or methods of masking in order to avoid identification of the personality or availability at person who participates in such action of naked flame, pyrotechnic means (lighting, alarm, imitating), weapon, the special means of self-defense loaded with substances tear or irritant action, the explosive or flammable substances, the objects which are specially adapted or which are in advance prepared for making of illegal actions and also participation in such action without the permission of law-enforcement bodies in uniform repeats or is similar to uniform of employees of law enforcement agencies or the military personnel, -

involve imposing of penalty from hundred fifty to two hundred fifty free minima income of citizens or administrative detention for a period of up to fifteen days.

Installation without the permission of law-enforcement bodies for holding meetings, meetings, street processions or demonstrations or during their carrying out the designs, tents or other small architectural forms, objects or designs used as scene, the sound intensifying equipment -

attracts imposing of penalty from two hundred fifty to three hundred free minima income of citizens or administrative detention for a period of up to fifteen days";

5) in Article 185-2:

word in paragraph one "officials" to exclude;

state paragraph two in the following edition:

"attracts imposing of penalty from three hundred to six hundred free minima income of citizens or administrative detention for a period of up to ten days";

 Paragraph two of part one of Article 185-3 to state 6) in the following edition:

"attracts imposing of penalty from twenty to three hundred free minima income of citizens or administrative detention for a period of up to fifteen days";

 The second parts one of Article 185-6 of the word "from twenty to fifty" shall be replaced with words 7) in the paragraph "from eighty to hundred";

8) in Article 185-8:

in the paragraph the second shall be replaced with words parts one of the word "from twenty to forty" "from seventy to hundred";

add with part three of the following content:

"The actions provided by part one of this Article committed repeatedly within year after imposing of administrative punishment, -

involve imposing of penalty from hundred twenty to hundred fifty free minima income of citizens";

9) in Article 188-7:

the paragraph one after words "mail service and radio-frequency resource of Ukraine" to add with the words "either decisions on restriction or updates of access for subscribers of operators of telecommunications to Internet resources";

in the paragraph the second shall be replaced with words the words "from hundred to three hundred" "from two hundred to four hundred";

 In paragraph one of part one of Article 188-31 of the word "and technical" to exclude 10);

To add 11) with Article 188-43 of the following content:

" Article 188-43. Failure to carry out of legal requirements of officials of the Security Service of Ukraine

Failure to carry out of legal requirements of officials of the Security Service of Ukraine, and also creation of obstacles for accomplishment of the obligations assigned to them, -

involve imposing of penalty on officials from fifty to hundred free minima income of citizens.

The same actions made repeatedly within year after imposing of administrative punishment for the violation provided by part one of this Article -

involve imposing of penalty on officials from hundred to hundred fifty free minima income of citizens ";

12) in Article 221:

words and figures "Article 122 part four" shall be replaced with words also in figures "parts four and the fifth Article 122";

after the word and figures "Article 124" to add with words and figures "parts two and third Article 126";

after figures "188-41" add with figures "188-43";

13) in Article 222:

in part one the word and figures "Article 124 -  1 - 126 "shall be replaced with words also in figures" Article 124 - 1 , 125, Article 126 part one";

in Item and figure "parts two and third Article 126" to exclude 2 parts two of the word;

Part the second Article 254 to state 14) in the following edition:
