About introduction of amendments to the Federal law "About the Federal Budget for 2013 and for Planning Period of 2014 and 2015"
Accepted by the State Duma of the Russian Federation on November 22, 2013
Approved by Council of the Russian Federation on November 27, 2013
Bring in the Federal Law of December 3, 2012 No. 216-FZ "About the federal budget for 2013 and for planning period of 2014 and 2015" (The Russian Federation Code, 2012, No. 50, Art. 6939; 2013, No. 23, Art. 2891) following changes:
1) regarding 1 Article 1:
a) in Item 1 of the word "in the amount 12 865 925 621, thousand rubles" shall be replaced with words "in the amount 12 906 429 980, 0 thousand rubles";
b) in Item 5 of the word "in the amount 521 414 553, thousand rubles" shall be replaced with words "in the amount 480 910 194, 7 thousand rubles";
2) in Article 7:
a) regarding 1 word "in the amount 536 892 158, 7 thousand rubles" shall be replaced with words "in the amount 542 379 175, 8 thousand rubles";
b) in Item of 1 part 2 words "to appendices 7, 7.1, 8 (confidentially), 8.1 (confidentially), 9 (top secret) and 9.1 (top secret)" shall be replaced with words "to appendices 7, 7.1, 7.2, 8 (confidentially), 8.1 (confidentially), 8.2 (confidentially), 9 (top secret), 9.1 (top secret) and 9.2 (top secret)";
c) in Item of 1 part "to appendices 13, 13.1, 14 (confidentially) and 14.1 (confidentially)" shall be replaced with words 3 words "to appendices 13, 13.1, 13.2, 14 (confidentially), 14.1 (confidentially) and 14.2 (confidentially)";
d) in Item of 1 part "to appendices 17 (confidentially) and 17.1 (confidentially)" shall be replaced with words 4 words "to appendices 17 (confidentially), 17.1 (confidentially) and 17.2 (confidentially)";
e) in Item 1 of part 5 of the word "to appendices 19, 19.1, 20 (confidentially), 20.1 (confidentially) and 21 (top secret)" shall be replaced with words "to appendices 19, 19.1, 19.2, 20 (confidentially), 20.1 (confidentially), 20.2 (confidentially) and 21 (top secret)";
Article 8 to add 3) with part 5 of the following content:
"5. Determine that in 2013 from budgets of Perm Krai and the Sakhalin region subsidies can be provided to the federal budget on joint financing of payment commitments of the Russian Federation on material logistics of police.";
4) regarding 1 Article 11:
a) in item 4 of the word "in the amount 15 539 087, thousand rubles" shall be replaced with words "in the amount 34 904 206, 6 thousand rubles";
b) add with Item 4.1 of the following content:
"4. 1) Russian Railways open joint stock company (city of Moscow) in 2013 in the amount 4 620 000, 0 thousand rubles for the purpose of development and updating of the Baikal-Amur and Trans-Siberian highways;";
c) add with Item 4.2 of the following content:
"4. 2) Russian Railways open joint stock company (city of Moscow) in 2013 in the amount of the 300th 000, 0 thousand rubles for the purpose of implementation of the investment project "Complex reconstruction of the site of M. Gorky - Kotelnikovo - Tikhoretsk - Crimean with bypass of the Krasnodar railway junction";";
d) add with Item 8.1 of the following content:
"8. 1) United Shipbuilding Corporation open joint stock company (city of St. Petersburg) in 2013 in the amount 4 840 696, 0 thousand rubles for the purpose of the loan repayment (principal debt and percent) involved to purchase at the biddings organized by the Central bank of the Russian Federation, shares of Shipbuilding Plant Severnaya Verf; open joint stock company;
e) add with Item 13.2 of the following content:
"13. 2) Salavat Chemical Plant open joint stock company (city of Salavat, Republic of Bashkortostan) in 2013 in the amount 1 300 000, 0 thousand rubles for the purpose of reconstruction of production of special rocket fuel;";
e) add with Item 13.3 of the following content:
"13. 3) Rosagroleasing open joint stock company (city of Moscow) in 2013 in the amount 2 242 414, 7 thousand rubles, including in the amount of the 242nd 414, thousand rubles for the purpose of reducing debt on leasing payments of the agricultural producers who were affected by large-scale flood in the territories of the subjects of the Russian Federation which are part of the Far Eastern Federal District under the agreements of finance lease (leasing) signed as of September 1, 2013 and in the amount 2 000 000, of 0 thousand rubles for the purpose of technical and technological upgrade of agricultural production;";
g) add with Item 13.4 of the following content:
"13. 4) "Federal grid company of the unified power system" open joint stock company (city of Moscow) in 2013 in the amount of the 790th 000, 0 thousand rubles for the purpose of implementation of actions connected with construction of Olympic venues, provided by the Program of construction of Olympic venues and development of the city of Sochi as the mountain resort;";
h) add with Item 13.5 of the following content:
"13. 5) Russian Agricultural Bank open joint stock company (city of Moscow) in 2013 in the amount 30 000 000, 0 thousand rubles for the purpose of crediting of the organizations of agro-industrial complex, peasant farms, the citizens conducting personal subsidiary farm, agricultural consumer cooperatives;";
i) in Item 14:
in paragraph six of the word "in the amount 4 613 314, 1 thousand rubles" shall be replaced with words "in the amount 4 773 108, 3 thousand rubles";
in the paragraph the thirteenth the words "in the amount of the 62nd 985, 0 thousand rubles" shall be replaced with words "in the amount of the 66th 300, 0 thousand rubles";
in the paragraph thirty third the words "in the amount of the 44th 365, 0 thousand rubles" shall be replaced with words "in the amount of the 46th 700, 0 thousand rubles";
the thirty fifth to declare the paragraph invalid;
in the paragraph the sixty ninth the words "in the amount of the 112th 000, 0 thousand rubles" shall be replaced with words "in the amount of the 30th 000, 0 thousand rubles";

add with paragraphs of the following content:

open joint stock company "106th experimental optical-mechanical plant" (city of Moscow) in 2013 in the amount of the 305th 000, 0 thousand rubles.";
5) in Article 13:
a) in paragraph one of part 1 of the word "in the amount to 107 000 000, 0 thousand rubles" shall be replaced with words "in the amount to 157 000 000, 0 thousand rubles";
b) in Item 1 of part 2 of the word "in the amount of the one second refunding rate of the Central bank of the Russian Federation" shall be replaced with words "in the amount of the one third refunding rate of the Central bank of the Russian Federation";
c) regarding 4 words "in the amount to 231 660, 0 thousand rubles" shall be replaced with words "in the amount to 243rd 000, 0 thousand rubles";
6) regarding the 2nd Article 16 of the word "not exceeding" shall be replaced with words "not exceeding equivalent";
Article 18 to add 7) with parts 9 and 10 of the following content:
"9. The government of the Russian Federation has the right to carry out in 2013 restructuring of obligations (debt) of subjects of the Russian Federation to the Russian Federation on the budget credits granted in 2013 to budgets of subjects of the Russian Federation for financial provision of actions for mitigation of consequences of large-scale flood in the territories of Khabarovsk Krai in the amount 1 500 000, of 0 thousand rubles, the Amur region in the amount 3 500 000, of 0 thousand rubles and the Jewish Autonomous Region in the amount of the 600th 000, of 0 thousand rubles, and to the added interest for using budget credits on the following main conditions:
1) the debt on principal debt and the budget credit added for the actual term of use for date of debt restructuring to percent is subject to repayment during the period from 2024 to 2033 inclusive annually equal shares with possibility of its early repayment;
2) for use of means of the federal budget the payment in the amount of annual interest rate 0,5 (further - percent for payment by installments), charged on remaining balance of restructured debt on principal debt and the budget credit added for the actual term of use for date of debt restructuring to percent is levied;
3) the debt on accrued penalty is subject to repayment till January 1, 2015;
4) in case of violation by the debtor of the repayment schedule of restructured debt and (or) interest payment for payment by installments outstanding restructured debt on principal debt and percent, the added percent for payment by installments are subject to early one-time repayment.
10. Additional terms and procedure for carrying out restructuring of the obligations (debt) of subjects of the Russian Federation specified in part 9 of this Article are established by the Government of the Russian Federation.";
8) in Article 20:
a) regarding 2 words "on the amount to 10 970 000, thousand rubles" shall be replaced with words "on the amount to 6 750 000, 0 thousand rubles";
b) regarding 3 words "on the amount to 9 450 000, 0 thousand rubles" shall be replaced with words "on the amount to 6 680 000, 0 thousand rubles";
c) in Item 1 of part 5 of the word "in the amount 764 618 820, 8 thousand rubles" shall be replaced with words "in the amount 664 618 820, 8 thousand rubles";
9) in Article 24:
a) to declare item 4 of part 1 invalid;
b) in part 2:
state Item 15 in the following edition:
"15) redistribution of the budgetary appropriations provided to the main managers of means of the federal budget on the purposes connected with preparation and holding the XXII Olympic winter Games and the XI Paralympic Winter Games of 2014 in the city of Sochi, with content and operation of Olympic venues on other purposes connected with construction of Olympic venues and development of the city of Sochi as the mountain resort, including the constructions of Olympic venues and development of the city of Sochi provided by the Program as the mountain resort, according to decisions of the Government of the Russian Federation;";
state Item 22 in the following edition:
"22) redistribution of the budgetary appropriations provided to the Ministry of Health of the Russian Federation on the subsection "Stationary Medical Care" of the Section "Health care" on financial provision of actions for rendering high-technology medical care;";
add with Item 45 of the following content:
"45) redistribution of the budgetary appropriations provided to the main managers of means of the federal budget on the purposes connected with implementation of actions on mitigation of consequences of large-scale flood in the territories of the Republic of Sakha (Yakutia), Seaside and Khabarovsk regions, Amur and Magadan regions, the Jewish Autonomous Region according to decisions of the Government of the Russian Federation.";
c) add with part 9 of the following content:
"9. Determine that:
1) the additional oil and gas incomes of the federal budget arriving in course of execution of the federal budget in the current financial year are used on substitution of the income of the federal budget which is not arriving in course of execution of the federal budget in the current financial year (except for the oil and gas income of the federal budget) and the receipts considered in the sources of financing of federal budget deficit determined by this Federal Law (in edition of the Federal Law of June 7, 2013 No. 133-FZ "About introduction of amendments to the Federal law "About the Federal Budget for 2013 and for Planning Period of 2014 and 2015");
2) the Government of the Russian Federation has the right to make the decision on use by results of execution of the federal budget in 2013 of means of the Reserve fund in the amount up to 200 000 000, of 0 thousand rubles on substitution of the income and receipts specified in Item 1 of this part in case of shortcoming on their substitution of additional oil and gas incomes of the federal budget.";
