Showing respect for the commonly accepted human rights and freedoms, proceeding from the principles of humanity and mercy, being guided by article 74 of the Constitution of the Kyrgyz Republic:

Article 1.

Exempt from criminal liability and primary punishment in the form of imprisonment, and also from the punishments which are not connected with imprisonment:
