About use by state bodies and other state organizations of telecommunication technologies

For the purpose of further development in the Republic of Belarus of information society, enhancement of infrastructure of data transmission network, and also increase in the service level and quality of the provided information services I decide:

1. Create:

the republican data-processing center (further – RTsOD) intended for placement of program technical means of republican platform and other program technical means, information systems (resources) of state bodies and other state organizations, economic societies in which the Republic of Belarus or administrative and territorial unit has shares (shares in authorized funds) in the amount of more than 50 percent (further – the state organizations);

in structure of the republican unitary enterprise "National Center of Electronic Services" (further – NTsEU) republican certification center of the State management system open keys of verification of the digital signature of the Republic of Belarus (further – republican certification center) for accomplishment of the main functions of root certification center, including the edition, distribution, provision of information on the status, suspension and renewal of action, response, storage of certificates of open keys of the registration centers, state bodies, other organizations and physical persons.

2. Determine that:

2.1. RTsOD - belonging on the property right to Belarusian Cloud Computing limited liability company (further - the operator) the specialized complex of buildings (constructions) equipped with engineering systems, connected to single republican data transmission network (further - ERSPD) and (or) to the allocated networks of telecommunication;

2.2. republican platform - the set of the program technical means and information systems connected to ERSPD, allowing the operator to render services RTsOD and services of republican platform including with use of technologies of cloud computing.
