1. Approve the Development program of bodies of civil registration in the Republic of Tajikistan for 2014-2019 it (is applied).

2. To the Ministry of Justice of the Republic of Tajikistan together with the Ministry of Finance of the Republic of Tajikistan, the Ministry of Economic Development and Trade of the Republic of Tajikistan and the State committee on investments and management of state-owned property of the Republic of Tajikistan in pursuance of this Program to annually develop and represent the Actions plan to the Government of the Republic of Tajikistan.

3. To provide to the Ministry of Justice of the Republic of Tajikistan and local executive bodies of the government annually information in the Government of the Republic of Tajikistan on program implementation.

By preparation of the Program modern developments of the state services were considered. The main objective of the Program is directed to the solution of questions of the development strategy and forming of effective management of system of industry of civil registration which being guarantor of national and international requirements will be able to be implemented based on modern information technologies.

The sustainability programme of industry presses accomplishment of urgent measures for creating favorable conditions for development of bodies of civil registration in the republic, comprehensive increase in role of the state in providing worthy legislative and institutional conditions for activities of bodies of civil registration, to the meeting modern requirements. It first of all:

- the organization of the Single Electronic System of Civil Registration (SESCR) for the purpose of reduction in compliance of state policy in the field of civil registration with world tendencies of development of this industry;

- determination of priority tasks and directions of state policy on further development of bodies of civil registration and enhancement of the main mechanisms of realization of the state registration policy of civil registration;

- ensuring strong and target development of industry, creation of legal, social and economic, financial and organizational conditions which are necessary in present conditions for effective activities of bodies of civil registration of the Republic of Tajikistan and improvement of level and service quality of industry;

- increase in role of authorized state bodies of civil registration of the Republic of Tajikistan and implementation of mechanisms of monitoring of activities of bodies of civil registration;
