In spite of the fact that the Constitutional Court of Ukraine in Item 3 of the substantive provisions Decision of September 30, 2010 No. 20-rp/2010 on the case of observance of the procedure of introduction of amendments to the Constitution of Ukraine assigned to public authorities obligation on immediate accomplishment of this Decision, and such execution predetermines introduction of amendments to the Constitution of Ukraine according to the procedure determined by the Section XIII of the Constitution of Ukraine

considering that observance of the procedure of introduction of amendments to the Constitution of Ukraine determined by the Section XIII of the Constitution of Ukraine established by the Constitution of Ukraine is one of basic conditions of legitimacy of the constitutional law and order in Ukraine,
