About introduction of the moratorium on liquidation and reorganization of healthcare institutions
This Law establishes the moratorium on liquidation and reorganization of healthcare institutions and reducing employees of these organizations.
Task of the Law is ensuring compliance with constitutional right of citizens on health protection irrespective of the place of their accommodation and prevention of mass liquidation and reorganization of healthcare institutions.
Impose the moratorium on liquidation and reorganization of healthcare institutions of the state and utility patterns of ownership, includes:
direct liquidations of hospitals, polyclinics, out-patient clinics, medical and obstetrical centers (including, located in the territory of village and settlement councils) and other medical institutions of the state and utility patterns of ownership;
reorganization of healthcare institutions that leads to change of their main appointment and/or reducing number of workers and reduction of quantity of beds;
other forms of reorganization directed to closing of healthcare institutions and reduction of amounts of medical care to the population;
reducing working hours of medical institutions.
1. This Law becomes effective from the date of, its publication following behind day.
2. The Cabinet of Ministers of Ukraine in two-month time from the date of entry into force of this Law:
