1. In Article 1.1 after words of "public associations and funds" to add with words ", and also branches and representative offices of non-governmental organizations of foreign states".
2. In Article 1.4 to replace the word "non-governmental" with the word "non-commercial".
3. Add with Article 2.2-1 of the following content:
"2.2-1. Branches and representative offices of non-governmental organizations of foreign states - the structures of the non-commercial legal entity created outside the Azerbaijan Republic determined in this way by the Civil code of the Azerbaijan Republic.".
4. Add Article 2.3 with the second offer of the following content:
"Creation and activities of non-governmental organizations are not allowed, and also branches or representative offices of non-governmental organizations of foreign states in the Azerbaijan Republic, the purpose or activities of which is directed to change by violent way of the constitutional system and secular nature of the Azerbaijan Republic, violation of its territorial integrity, propaganda for war, violence and cruelty, provoking of racial, national and religious hostility.".
