According to part four of article 89 of the Constitution of Ukraine, Article 87 of Regulations of the Verkhovna Rada of Ukraine the Verkhovna Rada of Ukraine decides:
1. Create Temporary commission of inquiry of the Verkhovna Rada of Ukraine concerning investigation of illegal acts of law enforcement agencies and certain officials, infringement of the rights and freedoms, lives and health of citizens during the events connected with mass actions of social and political protest, which are taking place in Ukraine since November 21, 2013 (further - Temporary commission of inquiry).
2. Determine the main objectives of Temporary commission of inquiry: receipt of complete and reliable information about illegal acts of the law enforcement agencies and certain officials connected with mass actions of social and political protest, occurring in Ukraine since November 21, 2013, establishment of the particular persons guilty of the organization of power accelaration of peaceful demonstrations, beating of citizens, attacks on journalists and preventing of their professional activity, preparation and the direction of the corresponding materials in the Prosecutor General's Office of Ukraine for the purpose of accountability of above-mentioned persons.
3. Determine quantitative structure of Temporary commission of inquiry, proceeding from providing such representation:
fraction of the PARTY OF REGIONS - 4 People's Deputies of Ukraine;
fraction of the All-Ukrainian Union "Fatherland" - 2 People's Deputies of Ukraine;
fraction of political party "UDAR of Vitali Klitschko" - 1 People's Deputy of Ukraine;
Svoboda VO fraction - 1 People's Deputy of Ukraine;
