Article 1

Bring in the Federal Law of July 7, 2003 No. 126-FZ "About communication" (The Russian Federation Code, 2003, No. 28, Art. 2895; 2007, No. 1, Art. 8; No. 7, Art. 835; 2010, No. 7, Art. 705; No. 27, Art. 3408; No. 31, Art. 4190; 2011, No. 29, Art. 4291; No. 45, Art. 6333; No. 50, Art. 7351; 2012, No. 53, Art. 7578; 2013, No. 30, Art. 4062; No. 43, Art. 5451) following changes:

1) Article 2:

a) add with subitem 28.3 of the following content:

"28. 3) means of collective access - the terminal equipment intended for provision to the unrestricted group of people of possibility of use of communication services with use of the user equipment of the subscriber or without it;";

b) add with subitem 28.4 of the following content:

"28. 4) access point - the means of collective access intended for provision to the unrestricted group of people of possibility of use of communication services on data transmission and provision of access to the Internet with use of the user equipment of the subscriber;";

Article 57 to state 2) in the following edition:

"Article 57. Universal communication services

1. In the Russian Federation rendering universal communication services is guaranteed.

According to this Federal Law treat universal communication services rendered with use of means of collective access or points of access:

services of telephone communication with use of payphones, multi-function printers, information booths (infomats) and similar devices;

services in data transmission and provision of access to the Internet with use of means of collective access;

services in data transmission and provision of access to the Internet with use of points of access.
