RESOLUTION OF THE VERKHOVNA RADA OF UKRAINE

About the Appeal of the Verkhovna Rada of Ukraine to the states guarantors according to the Memorandum of security guarantees in connection with accession of Ukraine to the Nuclear Non-Proliferation Treaty

In exchange for nuclear disarmament of Ukraine (voluntary destruction more than 2000 strategic nuclear warheads which Ukraine inherited from the USSR and accession of Ukraine to the Nuclear Non-Proliferation Treaty as the state which does not have nuclear weapon) Ukraine in the Memorandum of security guarantees in connection with accession of Ukraine to the Nuclear Non-Proliferation Treaty (The Budapest memorandum) of 1994 obtained guarantees of the safety.

The Russian Federation, the United Kingdom of Great Britain and Northern Ireland and the United States of America in the Budapest memorandum, and China and the French Republic confirmed with separate statements to Ukraine the obligations according to the principles of the Final act of the Helsinki Organization for Security and Co-operation in Europe to respect independence and sovereignty and the existing borders of Ukraine.

Also the states guarantors confirmed the obligations to abstain from threat of force or its application against territorial integrity or political independence of Ukraine, and their any arms will never be used against Ukraine.

The Russian Federation, the United Kingdom of Great Britain and Northern Ireland, the United States of America, China and the French Republic shall abstain from the economic pressure directed to subordinating to own interests implementation of the rights by Ukraine inherent in its sovereignty and thus to get any advantages.

The states guarantors in the Budapest memorandum also undertook to hold consultations in case of situation as a result of which there is question about their obligations.

With respect thereto the Verkhovna Rada of Ukraine expresses concern about the latest events in the Autonomous Republic of Crimea, including information on possible external intervention which would become direct violation of obligations according to the Memorandum.
