About the Statement of the Verkhovna Rada of Ukraine on guarantee of the rights of the Crimean Tatar people as a part of the Ukrainian state
Relying on the purposes and the principles proclaimed in Articles 3, of 11, 15 Constitutions of Ukraine, and Article 1 of Articles of organization of the United Nations, the International Covenant on Economic, Social and Cultural Rights, and also the Vienna Declaration, the Verkhovna Rada of Ukraine declares:
1. Ukraine guarantees preserving and development of ethnic, cultural, language and religious identity of the Crimean Tatars as indigenous people and all ethnic minorities of Ukraine.
2. Ukraine guarantees protection and realization of the inalienable right to self-determination of the Crimean Tatar people as a part of the sovereign and independent Ukrainian State.
3. Ukraine recognizes the Mejlis of the Crimean Tatar People, executive body of Kurultai of the Crimean Tatar people, and Kurultai as the supreme representative body of the Crimean Tatar people.
4. The Verkhovna Rada of Ukraine declares Declarations of the United Nations on the rights of indigenous people the support.
5. The Verkhovna Rada of Ukraine charges to the Cabinet of Ministers of Ukraine to provide urgently drafts of the laws of Ukraine, regulatory legal acts of Ukraine which determine and fix the status of the Crimean Tatar people as indigenous people of Ukraine.
6. Project development of the relevant laws of Ukraine and regulatory legal acts will happen by consultations with the Mejlis of the Crimean Tatar People, in close cooperation to the United Nations, Organization for Security and Cooperation in Europe, the Council of Europe according to international law and standards of ensuring human rights, indigenous people and ethnic minorities.
7. The Verkhovna Rada of Ukraine charges to the Cabinet of Ministers of Ukraine to develop practical mechanisms of interaction between executive bodies of Ukraine and the Mejlis of the Crimean Tatar People.
