About measures for enhancement of trade in nonfood consumer goods

For the purpose of implementation of civilized methods of the organization of retail sale of nonfood consumer goods, creation of equal conditions for legal entities and physical persons in the field of retail trade, streamlining of trading activity in the markets, and also the Cabinet of Ministers decides strengthenings of protection of the rights and interests of citizens:

1. Determine that since October 1, 2003 in the territory of the Dehkan (food) markets, and also their branches retail trade by nonfood consumer goods is performed only in stationary outlets with obligatory application of cash registers.

To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent together with tax and law enforcement agencies before introduction of new conditions to organize and carry out among the individual entrepreneurs wishing to perform trading activity in the markets, explanatory work on the established procedure for realization of nonfoods in the markets.

2. Approve Rules of the organization of trading activity in the markets in the Republic of Uzbekistan according to appendix.

Confer the personal responsibility for the organization of execution and control of observance of these rules on the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas, cities and areas, and also administration of the markets.

3. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent till October 1, 2003 to perform package of measures on:

specializations of the markets (Dehkan, ware, specialized) in the subordinated territories, proceeding from traditional consumer preferences and convenience of the population, rational placement of all types of the markets;
