Article 14 to add 1) with part vtoroy.1 the following content:

"2.1. The foreign citizens and persons without citizenship living in the territory of the Russian Federation, recognized by native speakers of Russian according to article 33.1 of this Federal Law on condition of refusal of the specified foreign citizens of the nationality of foreign state which is available for them have the right to file the application for admission in citizenship of the Russian Federation in the simplified procedure without observance of the conditions provided by the Items "and", "g" and "d" of part one of article 13 of this Federal Law.
