Article 1

"Article 10.1. Obligations of the organizer of distribution of information to Internet networks

1. The organizer of distribution of information to Internet networks is person performing activities for ensuring functioning of information systems and (or) programs for electronic computers which are intended and (or) transfers, deliveries and (or) processings of electronic messages of users of Internet network are used for acceptance.

2. The organizer of distribution of information to Internet networks shall notify in the procedure established by the Government of the Russian Federation the federal executive body performing functions on control and supervision in the field of mass media, mass communications, information technologies and communication on the beginning of implementation of the activities specified regarding 1 this Article.
