About expansion of the types of service performed in the centers "Service ASAN" and electronic services and modification of the Presidential decree of the Azerbaijan Republic of September 5, 2012 No. 706 "About ensuring activities of the State agency on services to citizens and social innovations in case of the President of the Azerbaijan Republic"

Being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, I decide:

1. Create the multipurpose information system "ASAN payment" providing the direction electronically of decisions on application of administrative punishment in the form of administrative penalty and payment electronically (including by means of "ASAN the signature") administrative penalties, means which shall be paid in connection with execution of judgments.

2. The information system "ASAN payment" shall provide the following:

2.1. the direction electronically on e-mail addresses, numbers of mobile phones of citizens of decisions on application of administrative punishment in the form of administrative penalty and the photo or video footage of the making of administrative offenses revealed by means of special technical means against traffic regulations;

2.2. monitoring completion date of the decision on application of administrative punishment in the form of administrative penalty and informing on the expiration of terms;

2.3. payment of administrative penalties electronically by means of mobile telephone sets.

3. To citizens and social innovations in case of the President of the Azerbaijan Republic together with the Ministry of Economics of the Azerbaijan Republic to provide to the state services agency the organization and activities of the information system "ASAN payment", together with the relevant central executive bodies to organize implementation of the following payments by means of this system:

3.1. payment of administrative penalties by special payment terminals in Items of gas station of fuel, in parkings, in the shopping centers and other public places which are intensively used by the population;
