According to Article 79 of the Budget code of the Russian Federation the Government of the Russian Federation decides:

Approve the enclosed Rules of decision making about preparation and realization of budget investments in objects of state-owned property of the Russian Federation by budget funds of the Pension Fund of the Russian Federation.

Rules of decision making about preparation and realization of budget investments in objects of state-owned property of the Russian Federation by budget funds of the Pension Fund of the Russian Federation

1. These rules establish procedure for decision making about preparation and realization of budget investments by budget funds of the Pension Fund of the Russian Federation (further respectively - investments, Fund) in capital construction projects of state-owned property of the Russian Federation and (or) on acquisition of real estate units in state-owned property of the Russian Federation (further - capital construction projects, real estate units) in the form of capital investments in the fixed assets of Fund (its territorial authority, organization subordinated to it) which are (which will be) in state-owned property of the Russian Federation (further - the decision).

2. The concepts used in these rules mean the following:
