About participation of citizens in ensuring public order
This Law governs the public relations arising in connection with voluntary participation of citizens of the Republic of Kazakhstan in ensuring public order.
1. The legislation of the Republic of Kazakhstan on participation of citizens in ensuring public order is based on the Constitution of the Republic of Kazakhstan and consists of this Law and other regulatory legal acts of the Republic of Kazakhstan.
2. If the international treaty ratified by the Republic of Kazakhstan establishes other rules, than those which contain in this Law then are applied rules of the international treaty.
3. Operation of this Law does not extend to the legal relationship arising in connection with operational search activities, regulated by the laws of the Republic of Kazakhstan.
1. Participation of citizens in ensuring public order is performed by voluntary rendering assistance by them to law-enforcement bodies according to this Law and other regulatory legal acts of the Republic of Kazakhstan.
2. The citizens participating in ensuring public order perform the activities on the basis of the principles of legality, respect and observance of rights and freedoms of man and citizen.
1. Local representative bodies:
1) are considered and approve the budget programs developed by the relevant akimats, concerning assignment for encouragement of the citizens rendering assistance to law-enforcement bodies in ensuring public order;
2) control activities of the commissions of the relevant akimats for encouragement of the citizens participating in ensuring public order;
