"4. The government of the Russian Federation according to the international treaties specified in part 3 of this Article having the right to establish:
1) additional restrictions for import or commodity exportation by physical persons;
2) commodity importation regulations for private use, delivered by carrier to physical person, without payment of customs duties, taxes;
3) commodity importation regulations for private use, sent in the international mailings on customs area of the Customs union to one receiver who is physical person without payment of customs duties, taxes.".
This Federal Law becomes effective after 30 days after day of its official publication.
