Questions of realization of pilot project on implementation of state regulation of the prices of insulin medicines

The Cabinet of Ministers of Ukraine decides:

1. Agree with the offer of the Ministry of Health on realization since April 1, 2016 of pilot project on implementation of state regulation of the prices of insulin medicines (further - pilot project).

2. Determine that:

1) action of pilot project extends to the insulin medicines registered in Ukraine and entered in the State register of medicines;

2) since April 1, 2016:

turnover of medicines of insulin, in particular compensation of their cost at the expense of means of local budgets, is performed at the level not above the approved MZ of the reference price (compensation price) of medicine;

For action of pilot project the resolution of the Cabinet of Ministers of Ukraine of August 17, 1998 No. 1303 "About streamlining of free and preferential leave of medicines according to recipes of doctors in case of out-patient treatment of separate national groups and on certain categories of diseases" (The Official Bulletin of Ukraine, 1998, No. 33, the Art. 1241) and the resolution of the Cabinet of Ministers of Ukraine of October 17, 2008 No. 955 "About measures for price stabilization on medicines and products of medical appointment" (The Official Bulletin of Ukraine, 2008., No. 84, 2825) are not applied by the Art. to the insulin medicines entered in the register of the reference prices (compensation prices) of insulin medicines;

On medicines of insulin limiting supplying and sales allowances not higher than 10 percent and limiting trade (retail) allowances not higher than 10 percent are established;

3) medicines of insulin are written out on prescription forms in form 1 with indication of the name, dosage, form of release and packaging to persons, by sick diabetes, in the presence of indications;
