Article 1

Bring in the Federal constitutional Law of July 21, 1994 No. 1-FKZ "About the Constitutional Court of the Russian Federation" (The Russian Federation Code, 1994, No. 13, Art. 1447; 2001, No. 7, Art. 607; No. 51, Art. 4824; 2005, No. 15, Art. 1273; 2009, No. 23, Art. 2754; 2010, No. 45, Art. 5742) following changes:

Part one of Article 3 to add 1) with Item 5.1 of the following content:

"5. 1) is checked for compliance of the Constitution of the Russian Federation by the question submitted for referendum of the Russian Federation according to the Federal constitutional Law regulating holding referendum of the Russian Federation;";

Part the second Article 4 to state 2) in the following edition:

"The constitutional court of the Russian Federation is competent to perform the activities in the presence of two thirds of total number of judges.";

Part the fourth Article 9 to state 3) in the following edition:

"If in case of disposal of the judge from structure of the Constitutional Court of the Russian Federation the number of judges appears less than two thirds of total number of judges, idea of appointment of other person to vacant position of the judge is brought by the President of the Russian Federation in the Federation Council no later than month from the date of discovery of vacancy.";

4) in Article 12:

a) in part one of the word "begun with its participation, or before position assignment of the new judge" shall be replaced with words "hearing on which it is carried out with its participation";

b) add with new part two of the following content:
