About public councils of state bodies

This Law establishes the purposes, the principles, legal and organizational basis of forming and activities of public councils of the ministries, state committees and administrative departments (further - public council) and is directed to enhancement of interaction and cooperation of the ministries, state committees and administrative departments with the public, creation of mechanisms for implementation of public monitoring over activities of the ministries, state committees and administrative departments and their officials, accounting by the ministries, the state committees and administrative departments of public opinion in case of decision making, including during the forming and realization of state policy.
The legislation of the Kyrgyz Republic on public councils consists of the Constitution, this Law and other regulatory legal acts of the Kyrgyz Republic.

Public councils are the advisory and supervisory bodies created on a voluntary basis from representatives of civil society for interaction and cooperation with the ministries, the state committees and administrative departments and also implementation of public monitoring over activities of these ministries, state committees and administrative departments in the procedure established by this Law. Public councils perform the activities irrespective of these ministries, the state committees and administrative departments, is opened also for the benefit of society.
