About standardization

This Law establishes legal and organizational basis of standardization in Ukraine and is aimed at providing forming and realization of state policy in the respective sphere.

Section I General provisions

Article 1. Determination of terms

1. In this Law terms are used in such value:

1) the European standard - the regional standard accepted by the European standardization organization;

2) the concerned party - any physical person or legal entity which has direct or indirect interest in activities in the field of standardization and/or use of its results;

3) the catalog - the document containing the systematized code or list of any objects also allows to find each object for certain designations. The catalog may contain characteristics, indicators and other data on objects, brought in it;

4) the code of common practice - the regulating document containing recommendations relatively the practician or procedures of designing, production, installation, maintenance or operation of the equipment, designs or products;

5) comments - notes and offers to drafts of national standards and codes of common practice;

6) consensus - the consensus which is characterized by lack of strong objections on vital issues at most of concerned parties and reached as a result of the procedure directed to accounting of opinion of all parties and rapprochement of the dispersing views. Consensus not necessarily unanimous;

7) the interstate standard - the regional standard provided by the Agreement on carrying out coordinated policy in the field of standardization of metrology and certification of March 13, 1992 is also accepted by Interstate council on standardization, metrology and certification;

8) the international standardization organization - the organization which is engaged in standardization, membership in which is open for the relevant national authorities of all states;

9) the international standardization - standardization, participation in which is open for relevant organs of all countries;

10) the international standard - the standard accepted by International Organization for Standardization and available to wide range of users;

11) national standartization - standardization which is performed at the level of one state;

12) national authority on standardization - the body of standardization recognized at the national level that has the right to be national member of the relevant international and regional standardization organizations;

13) the national standard - the standard accepted by national authority of standardization and available to wide range of users;

14) the regulating document - the document establishing rules, installations or characteristics on activities or its results;

15) check - consideration of the regulating document for the purpose of establishment of need of its further application, viewing or cancellation;

16) viewing - entering of all necessary changes into content and execution of the regulating document of which adoption of the new regulating document is result;

17) regional standardization organization - the organization which is engaged in standardization, membership in which is open for the relevant national authorities of the states only of one geographical, political or economic space;

18) regional standardization - standardization, participation in which is open for relevant organs of the states only of one geographical, political or economic space;

19) the regional standard - the standard accepted by regional standardization organization and available to wide range of users;

20) the standard - the regulating document based on consensus, accepted by acknowledged body which establishes for general and numerous use of the rule, management or the characteristic on activities or its results and is directed to achievement of optimum degree of orderliness in certain sphere;

21) standardization - the activities consisting in establishment of provisions for general and numerous use of rather available or potential tasks are also directed to achievement of optimum degree of orderliness in certain sphere;

22) specifications - the regulating document establishing technical requirements to which there shall correspond products process or service and determines procedures by means of which it can be established, the following requirements are observed.

2. The terms "reasonable adaptation" and "universal design" are used in the value given in the Law of Ukraine "About ratification of the Convention on the rights of persons with disability and the Optional protocol to it, the term "technical regulation" is used in the value given in the Law of Ukraine "About standards, technical regulations and assessment procedures of compliance", and the term "products" - in the value given in the Law of Ukraine "About confirmation of conformity".

Article 2. Law coverage

1. This Law governs the relations connected with activities in the field of standardization and use of its results.
