For the purpose of execution of Strategy of reform of regulatory framework of business activity for 2013-2020 and the Action plan on its realization in 2013-2015, approved by the Order of the Government No. 1021 of December 16, 2013. No. 297-303, 1129), and also for the purpose of decrease in administrative load of economic agents and gradual improvement of business climate in the Republic of Moldova:

1. To the ministries and other central administrative authorities in case of promotion or approval of the acts regulating business activity to apply the principle "Plus one, minus two" according to which, any new allowing act shall repeal, at least, two existing allowing act, without increase in expenses on observance of the requirements assigned to economic agents.

If the new allowing act cancels only one regulatory legal act, bodies issuers will provide decrease at least for 20% of expenses on observance by economic agents of new requirements.

2. In case of project development of regulations in the field of the taxation, harmonization of the national legal system with the European Union law, and also regulations which do not influence business activity the principle "Plus one, minus two" is not applied.

3. In case of promotion of drafts of the regulations having the regulating or allowing impact on business activity, to the ministries and other central administrative authorities, without fail, to the project to reflect information on respect for the principle in the explanatory note "Plus one, minus two".

4. In the course of approval of drafts of the regulations having the regulating and allowing impact on business activity to the Ministry of Economics by means of the working group on regulation of business activity to consider provisions of this order.

5. Monitoring of accomplishment of this order to assign to the Secretariat of Economic council in case of the Prime Minister who will analyze results of use of the principle by bodies issuers "Plus one, minus two" and once a half-year to provide to the Government the relevant summarized information.
