Article 2

1. This Federal Law becomes effective from the date of its official publication.

Provisions of Items 3.1 and 3.2 of Article 184.1 of the Budget code of the Russian Federation (in edition of this Federal Law) are applied to the legal relationship arising in case of creation and execution of budgets of subjects of the Russian Federation and budgets of municipalities starting with budgets for 2016 and for planning period of 2017 and 2018.
