About introduction of amendments to the Federal law "About the Federal Budget for 2014 and for Planning Period of 2015 and 2016"

Bring in the Federal Law of December 2, 2013 No. 349-FZ "About the federal budget for 2014 and for planning period of 2015 and 2016" (The Russian Federation Code, 2013, No. 49, Art. 6350; 2014, No. 6, Art. 564; No. 14, Art. 1558) following changes:
1) regarding 1 Article 1:
a) in paragraph one of the word "in the amount of 73rd 315, one billion rubles" shall be replaced with words "in the amount of 71 493, 0 billion rubles";
b) in Item 1 of the word "in the amount 13 570 539 450, 0 thousand rubles, including the predicted amount of additional oil and gas incomes of the federal budget in the amount 615 641 127, 0 thousand rubles" shall be replaced with words "in the amount 14 238 774 490, 0 thousand rubles, including the predicted amount of additional oil and gas incomes of the federal budget in the amount 1 567 739 299, of 0 thousand rubles";
c) in Item 3 of the word "in the amount 5 132 050 000, thousand rubles" shall be replaced with words "in the amount 5 004 510 000, 0 thousand rubles";
d) in item 4 of the word "in the amount 7 245 522 353, thousand rubles" shall be replaced with words "in the amount 6 888 522 353, 8 thousand rubles";
e) in Item 5 of the word "in the amount 71, 9 billion US dollars, or 55, 3 billion euros" shall be replaced with words "in the amount 64, 9 billion US dollars, or 47, 4 billion euros";
e) state Item 6 in the following edition:
"6) surplus of the federal budget in the amount 278 641 174, 2 thousand rubles.";
2) part 1 of Article 5 to recognize invalid;
3) in Article 7:
a) regarding 1 word "in the amount 627 673 575, 6 thousand rubles" shall be replaced with words "in the amount 621 207 332, 2 thousand rubles";

e) in Item 1 of part 6 of the word "to appendices 22, 23 (confidentially) and 24 (top secret)" shall be replaced with words "to appendices 22, 22.1, 23 (confidentially), 24 (top secret) and 24.1 (top secret)";
4) in Article 8:
a) regarding 1 word "and employees of federal state institutions" shall be replaced with words ", and also employees of federal state institutions, except for decisions concerning employees of the federal state institutions created by the Government of the Russian Federation for the purpose of implementation of actions on support of economy and the social sphere of the Republic of Crimea and the federal city of Sevastopol";
b) in part 2:
state Item 2 in the following edition:
"2) from January 1, 2014 to April 5, 2014 personnel on the protection and servicing of buildings, transport economy determined by Judicial department under the Supreme Court of the Russian Federation within assignments for compensation for courts of law, Judicial department under the Supreme Court of the Russian Federation and its managements (departments) in subjects of the Russian Federation;

and 5 to state items 4 in the following edition:
"4) from January 1, 2014 to August 5, 2014 judges of the Supreme Court of the Russian Federation (including judges of Military board) in number of 125 units and workers of its device (without personnel on protection and servicing of buildings, transport economy) in number of 1 032 units;
since August 6, 2014 workers of the office of the Supreme Court of the Russian Federation (without personnel on protection and servicing of buildings, transport economy) in number of 1 392 units;
5) from January 1, 2014 to August 5, 2014 judges of the Supreme Arbitration Court of the Russian Federation in number of 90 units and workers of its device (without personnel on protection and servicing of buildings, transport economy) in number of 418 units;";
5) in Article 12:
a) regarding 1 word "in the amount to 80 000 000, 0 thousand rubles" shall be replaced with words "in the amount to 230 000 000, 0 thousand rubles";
b) in Item 1 of part 2 of the word "in the amount of the one third refunding rate of the Central bank of the Russian Federation operating on the date of agreement signature (agreement) on provision of budget credit" shall be replaced with words "in the amount of annual interest rate 0,1";
c) regarding 4 words "in the amount to the 835th 000, 0 thousand rubles" shall be replaced with words "in the amount to the 887th 500, 0 thousand rubles";
d) in part 5 of the word "in the amount of the one fourth refunding rate of the Central bank of the Russian Federation operating on the date of the conclusion of the agreement on provision of budget credit" shall be replaced with words "in the amount of annual interest rate 0,1";
Article 14 to add 6) with part 7 of the following content:
"7. The government of the Russian Federation having the right in 2014 for the purpose of decrease in amount of the public internal debt of the Russian Federation or expense reduction on servicing of the public internal debt of the Russian Federation to make decisions on exchange of government securities of the Russian Federation of nominal value to 200 000 000, 0 thousand rubles in coordination with their owners, including the Central bank of the Russian Federation, on government securities of the Russian Federation of other releases.";
7) in Article 15:
a) regarding 3 words "or 17, one billion euros" shall be replaced with words "or 16, 2 billion euros";
b) add with part 7 of the following content:
"7. The government of the Russian Federation having the right in 2014 for the purpose of decrease in amount of the public external debt of the Russian Federation or expense reduction on servicing of the public external debt of the Russian Federation to make decisions on exchange of government securities of the Russian Federation in coordination with their owners, including the Central bank of the Russian Federation, on government securities of the Russian Federation of other releases.";
8) regarding 1 Article 16 of the word "in 2014 in the amount 50 000 000, 0 thousand rubles" shall be replaced with words "in 2014 in the amount 9 000 000, 0 thousand rubles";
9) Article 18 to add with part 4 following of content:
"4. Determine what the subsidy provided to the State corporation on assistance to development, production and export of high-technology industrial output of Russian Technologies in the form of property fee according to appendix 6.2 to the Federal Law of December 2, 2009 to No. 308-FZ "About the federal budget for 2010 and for planning period of 2011 and 2012" for settlement of obligations on percent and part of principal debt on the credits and credit lines attracted to possibility of consolidation of shares of open joint stock company "VSMPO-AVISMA Corporation in the amount of 16 282 142, of 2 thousand rubles provides including its direction on repayment of part of principal debt on the credits and credit lines by acquisition by the State corporation on assistance to development, to production and export of high-technology industrial output of Russian Technologies of ordinary shares of VSMPO-AVISMA Corporation at the Organizations Which Performed Their Consolidation with Use of Borrowed Funds and on Repayment of Obligations on Percent. open joint stock company;
10) in Article 19:
a) add part 1 with words ", and also features of use in 2014 of sources of financing of federal budget deficit according to appendix 43 (confidentially) to this Federal Law";
b) in part 3:
shall be replaced with words the words "on the amount to 9 450 000, 0 thousand rubles" "on the amount to 15 000 000, 0 thousand rubles";
add with the paragraph of the following content:
"In 2014 the Government of the Russian Federation has the right to make the decision on the conclusion of delivery agreements during the period from 2014 to 2016 of precious metals and gemstones in the State fund of precious metals and gemstones of the Russian Federation with the subjects of production of precious metals and gemstones determined by this decision.";
c) in part 5:
in Item 1 of the word "in the amount 323 661 163, thousand rubles" shall be replaced with words "in the amount 523 661 163, 6 thousand rubles";
in Item 2 of the word "in the amount 43 330 546, 8 thousand rubles" shall be replaced with words "in the amount 46 054 922, 5 thousand rubles";

11) in Article 20:

"on the loans attracted by Sukhoi Civil Aircraft Company private company on financing of the Sukhoi Superjet 100 program and (or) on refinancing (regarding principal debt) the credits and loans attracted with it earlier on financing of the specified program;";
b) state part 9 in the following edition:
"9. The total amount of budgetary appropriations on remuneration payment to the organizations performing functions of agents of the Government of the Russian Federation in 2014 cannot exceed the total amount of budgetary appropriations on remuneration payment to the specified organizations in 2013.";
12) in Article 23:
a) in part 1:
declare Item 11 invalid;
state Item 13 in the following edition:

"36) redistribution of the budgetary appropriations provided to the main managers of means of the federal budget being federal executive bodies in which the military service, on construction and acquisition of premises for the military personnel, and also on content of the military personnel in connection with their dismissal from military service or stay at the disposal of commanders (chiefs), for the purpose of financial provision of provision by the serviceman and to the citizens discharged from military service, subsidies for acquisition or construction of premises is provided;
