The government of the Republic of Kazakhstan and the Government of the Republic of Belarus which are hereinafter referred to as by the Parties

being guided by need of further development of cooperation between the states of the Parties in the field of the international automobile communication,

aiming to facilitate implementation of automobile communication between two states and transit across their territories,

agreed as follows:

Article 1

The purpose of this agreement is regulation of the international passenger and freight transportation between the states of the Parties, and also transit transportations through their territories and transportations to the third states or from the third states which are carried out by the vehicles registered in one of the states of the Parties.

This agreement does not affect the rights and obligations of the Parties following from other international treaties which participants are the states of the Parties.

Article 2

The concepts used in this agreement have the following values:

1. "Carrier" - any physical person or legal entity registered in the territory of the state of one of the Parties and allowed to accomplishment of motor transportation transportations for remuneration or for the own account according to national legal systems of the states of the Parties.

2. "Vehicle":

1) in transit passengers - the bus or any road vehicle with the mechanical drive intended for transportation of passengers, number of places for which sitting according to technical requirements more than nine, including driver's seat;

2) in transit loads - any vehicle with the mechanical drive intended for transportation of goods or the vehicle re-equiped according to technical requirements including trail cars and semitrailer trucks.
