The Russian Federation and the Republic of Kazakhstan which are hereinafter referred to as with the Parties

being guided by the Declaration between the Russian Federation and the Republic of Kazakhstan on eternal friendship and the alliance oriented in the XXI century of July 6, 1998,

developing regulations of the Agreement between the Russian Federation and the Republic of Kazakhstan on the basic principles and conditions of use of the Baikonur spaceport of March 28, 1994,

agreed as follows:

Article 1

The purpose of this agreement is development of mutually beneficial cooperation of the Parties within joint activities for ensuring further effective use of the Baikonur spaceport for the benefit of the Russian Federation and the Republic of Kazakhstan, program implementation of international cooperation.

Article 2

The parties recognize importance of upgrade of infrastructure of the Baikonur spaceport and preserving its historically significant objects.

The Russian side will promote in every possible way participation of the Kazakhstan Side in projects implementation on creation and use at the Baikonur spaceport of new ecologically safe space-rocket complexes, other joint space projects and programs taking into account requirements of the legislation of the Russian Federation for protection of the state secret.

The Russian and Kazakhstan specialists and the organizations on identical conditions will participate in realization of joint projects at the Baikonur spaceport.

Article 3

The parties recognize need of increase in level of ecological safety of space-rocket activities in the territory of the Republic of Kazakhstan in the way:

upgrades operated and creations of new ecologically safer space-rocket complexes at the Baikonur spaceport for the subsequent step-by-step reducing operation of the carrier rockets using highly toxic components of rocket fuel (amyl, heptyl);
