Turkmenistan and the Republic of Uzbekistan which are hereinafter referred to as with High contracting parties, being based on historically developed relation of friendship, neighborliness and mutual respect between the people of two states, expressing aspiration to further deepening of the relations between two states and development of full cooperation, declaring commitment to the purposes and the principles of the United Nations, recognizing priority of the universally recognized norms of international law and universal values, based on the conceptual principles and provisions of foreign policy of Turkmenistan as neutral state, and concept of foreign policy of the Republic of Uzbekistan, aiming to give new quality to bilateral cooperation and to strengthen its legal basis, agreed as follows:

Article 1

High contracting parties agreed that respect of sovereignty, independence and territorial integrity, non-interference to internal affairs, mutual trust and openness, equality and accounting of interests of each other, mutually beneficial cooperation will be basis of development of the bilateral interstate relations in the twenty first century.

In this context High contracting parties will constantly develop the relations as the friendly states.

Article 2

High contracting parties confirm the invariable commitment to enforcement of trust, consolidation of mutual understanding and constructive dialogue between two states, to development of broad interaction as to one of the priority directions of their foreign policy, the employee to interests of the people of Turkmenistan and the Republic of Uzbekistan.

Article 3

High contracting parties confirm that the border between Turkmenistan and the Republic of Uzbekistan is border of the world, friendship, safety, stability and enforcement of trust between two states and the people.
