For the purpose of implementation of the Law of the Kyrgyz Republic "About medicines", further enhancement of the pharmaceutical sector, according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:
1. Approve enclosed:
- The program of the Government of the Kyrgyz Republic for development of the sphere of drug circulation in the Kyrgyz Republic for 2014-2020;
- The actions plan on program implementation of the Government of the Kyrgyz Republic on development of the sphere of drug circulation in the Kyrgyz Republic for 2014-2020.
2. To the Ministry of Health of the Kyrgyz Republic to perform general coordination of program implementation of the Government of the Kyrgyz Republic on development of the sphere of drug circulation in the Kyrgyz Republic for 2014-2020 and the Actions plan on its realization.
3. Declare invalid the order of the Government of the Kyrgyz Republic "About the State medicinal policy of the Kyrgyz Republic for 2007-2010" of January 12, 2007 No. 11.
4. This resolution becomes effective from the date of official publication.
5. To impose control of execution of this resolution on department of education, culture and sport of Government office of the Kyrgyz Republic.

The program of the Government of the Kyrgyz Republic for development of the sphere of drug circulation in the Kyrgyz Republic for 2014-2020 (further - the Program) determines the principles, the purposes, tasks and priorities delivered by the Government of the Kyrgyz Republic in the field of drug circulation applied to prevention, diagnostics and treatments of the person. For the period realization three state medicinal politician are marked out significant progress in the field of the medicinal address. With acceptance of the first state medicinal policy in 1998 in the republic the institutional base on management behind drug circulation (further - HP) and products of medical appointment (further - IMN), foundation of the most regulatory body, and establishment of procedures and mechanisms of regulation (registration, certification, licensing, control and analytical service, inspection) including both was created. The sharpest of them is the growing financial burden of the population which is directly connected with expenses on HP and causing restrictions in their availability. Unethical marketing practice from outside pharmaceutical the companies, including active advertizing HP in mass media, promotes further increase in prices for HP, overconsumption of HP among the population, both on medical appointment, and as a result of self-treatment. Need of further enhancement of the processes of registration connected with safety, efficiency and quality of HP, promotion of the principles of rational use of HP in practical health care remains. Weakness of institutional capacity of governing bodies of the sphere of the medicinal address along with continuous checks of regulatory body the weak interdepartmental cooperation and availability of legal collisions in the legislation cause insufficient coordination and transparency of activities in the field.
The program and the Actions plan for its realization will promote goal achievement of the National program of reforming of the health care system "Dan Sooluk" approved by the order of the Government of the Kyrgyz Republic of May 24, 2012 No. 309, regarding improvement of indicators of health of the population in the priority directions and qualities of rendering key individual services.
The purpose of the Program is ensuring availability of the vital, safe, effective and high-quality HP to citizens of the Kyrgyz Republic and their rational use.
Tasks of the Program are:
1) ensuring economic availability of the main HP and IMN;
2) ensuring presence in the market of the safe, effective and high-quality generics having equal original HP clinical efficiency;
3) increase in responsibility and role of the Ministry of Health of the Kyrgyz Republic (further - the Ministry of Health) in coordination of medicinal policy and optimization of management structure the address of HP;

The program implementation will be based on the following principles:
1) succession of reform policy of health care;
2) focus on ensuring justice in access to the vital HP, especially for vulnerable segments of the population;

4) focus of the sphere of the medicinal address on respect for ethical standards;
5) transparency at all stages of process of the medicinal address;

For the purpose of expense reduction on inefficient types of the medicinal help and concentration of efforts on provision of equal access for citizens to the most effective and safe evidence-based HP within the available resources, the Government of the Kyrgyz Republic the List of the vital medicines, taking into account recommendations of the World Health Organization periodically affirms (further - WHO).
