About physical culture and sport
This Law governs the public relations in the field of physical culture and sport, determines legal, organizational, economic and social basis of ensuring activities and development of mass physical culture, amateur and professional sport in the Republic of Kazakhstan.
In this Law the following basic concepts are used:
1) the athlete veteran - the high-class athlete who completed sports career;
1-1) special sports stocks - the sports equipment representing the necessary component of training and competitive activities compensating the broken or lost functions of organism of the athlete with disability;
2) amateur sport - the grass-roots sports movement giving to physical persons the chance to enhance sports skill and to achieve the highest results in different types of sport;
2-1) sports section for children and youth - the occupation for strengthening of health and development of sports capabilities of children and youth held by the trainer, the trainer-teacher or physical culture and sport instructor, organized on regular basis;
3) adaptive physical culture and sport - package of measures of sports nature, the psychological barriers directed to rehabilitation and adaptation to normal social environment of persons with disability, overcoming by them interfering feeling of full-fledged life and also awareness of need of the personal deposit in social development of society;
4) mass sport - the sports movement promoting development of physical culture among the population;
5) single sports classification - the system of sports ranks, categories of athletes, sports rank of the trainer, qualification categories of trainers, trainers-teachers, sports judges, instructors-athletes, methodologists on physical culture and sport determining the level of skill of athletes, trainers or qualification of trainers, trainers-teachers, sports judges, instructors-athletes, methodologists by physical culture and sport;
5-1) first trainer - the trainer who performs training (at least three years) of the athlete at initial (early) stages of training of high-class athletes;
5-2) attendant of the athlete with disability of the first group - the physical person rendering based on the agreement services in maintenance and assistance to the athletes with disability of the first group having defeat of the musculoskeletal device, violation of organs of vision, violation of intellectual development, needing foreign leaving and the help in connection with partial or complete loss of opportunity independently to satisfy the basic vital needs, capabilities to self-service and (or) movement, in case of departure on sporting events (district, regional, republican and international);
6) physical training - the pedagogical process directed to forming healthy, physically and spiritually committed younger generation;
7) physical culture - culture component, the area of social activities representing set of the cultural and material values created and used by society for the purpose of development of physical and mental abilities of the person, enhancement of its physical activity and forming of healthy lifestyle, social adaptation by physical training and development;
8) physical training - the pedagogical process directed to education of physical qualities and development of functionality of the person;
9) the methodologist on physical culture and sport (further - the methodologist) - the physical person having the professional education performing methodical providing and management of educational and training process, holding sports and improving and sporting events;
9-1) physical culture and sport instructor - the physical person having the professional education performing practical providing with educational and training process, holding sports and improving actions, including adaptive physical culture and sport;
10) system of physical culture and sport - set of the physical persons and legal entities performing activities for the purpose of physical training of the population and development of physical culture and sport;
11) the specialist in the field of physical culture and sport - the physical person performing activities in the field of physical culture and sport;
12) authorized body in the field of physical culture and sport - the central executive body performing management and cross-industry coordination in the field of physical culture and sport;
13) sports and improving and sports constructions - specially equipped (including sports equipment) the objects (platforms, buildings, constructions) intended for occupations of physical persons by physical exercises, sport and holding sporting events;
14) the sports organization - the legal entity performing activities in the field of physical culture and sport as core activity;
15) the World Universiade - the complex international winter and summer competitions held among students on different types of sport;
16) the trainer, the trainer-teacher - the physical person performing educational and training process of training of the athlete and management of its competitive activities for achievement of sports results;
17) disqualification of the trainer, trainer-teacher, specialist in sports medicine, other specialist in the field of physical culture and sport, the sports judge - discharge of the trainer, trainer-teacher, specialist in sports medicine, other specialist in the field of physical culture and sport, the sports judge from participation in sports competitions and (or) educational training camps, and (or) labor (professional) activity in the field of physical culture and sport which is performed by accredited sports federation for abuse of regulations of sports and (or) for violation of provision (regulations) of sports competitions, and (or) for violation of anti-doping rules, and (or) for violation of sports ethics, and (or) for violation of the regulations approved by the international sports organizations and (or) national accredited sports federations;
17-1) personal trainer - the trainer who performs the training (at least three years) of the athlete directed to accomplishment of the individual plan of preparation by him during its stay out of national team of the Republic of Kazakhstan by the form of sport;
18) the high-class athlete - the athlete who is the member of national team of the Republic of Kazakhstan by the form of sport;
19) elite sport - the national sports and sports included in programs of the Olympic, Paralympic, Deaflympic, Asian, Paraasian Games;
20) professional sport - the sport component directed to the organization and holding sports and spectacular actions (competitions) for preparation and participation in which the athletes who chose sport as professional activity earn reward according to the civil legislation of the Republic of Kazakhstan;
21) complex scientific group - the group of qualified specialists created for carrying out the scientific and methodical, medicobiological, psychological researches directed to assessment of functional condition, reserve opportunities, psychological and technological level of training of the athlete;
22) presidential tests of physical fitness of the population of the Republic of Kazakhstan - set of normative requirements to physical fitness of children, youth and adult population;
23) school sport - the part of physical culture and sport directed to physical training of students in the organizations of formation of primary, main secondary and general secondary education, their preparation for participation in sporting events;
24) school sports league - sports movement among school students which purpose are assistance in promoting of school sport and development of one or several sports, the organization and holding sporting events with school students;
24-1) rotation of the first heads of the state sports organizations - official movement between the first heads of the republican state sports organizations and state sports organizations which are under authority of local executive bodies of areas, cities of republican value and the capital;
25) the state trainer - the trainer performing functions and actions for realization of state policy for development priority (priority) type (types) of sport in the territory of the Republic of Kazakhstan;
25-1) state sports order - the amount of services financed by the state in the field of physical culture and sport for children and youth determined according to technique of per capita normative financing of the state sports order and placed with suppliers irrespective of forms of their property, departmental subordination, types and types;
25-2) per capita standard rate of financing of the state sports order - the standard rate of financial provision of the guaranteed state cost of services in the field of physical culture and sport for sports sections for children and youth;
26) the athlete with disability - the physical person having the violation of health with permanent disorder of functions of organism caused by diseases, injuries, their effects, violations which leads to life activity restriction, and which is engaged in available type (available types) of sport;

28) the instructor-athlete - the athlete performing sports activities on work payment terms according to the labor law of the Republic of Kazakhstan;
29) educational training camp - the centralized action organized for the purpose of increase in sports skill and quality of educational and training process of athletes;
29-1) not Olympic sport - the sport which did not enter the program of the Olympic Games, gained broad development in world sports community and headed by the international sports federations;
29-2) Olympic sports - the sports which entered the program of the Olympic Games;
29-3) not Paralympic sports - the sports which did not enter the program of the Paralympic Games which develop the International Paralympic Committee or the international sports federations;
30) the Paralympic Games - the international winter and summer competitions organized by the International Paralympic Committee, held among the athletes with disability having defeat of the musculoskeletal device, violation of organs of vision and also among athletes - persons with violation of intellectual development;
30-1) Paralympic sports - the sports which entered the program of the Paralympic Games;
31) sport - the sphere of welfare activities as the set of sports which developed in the form of sports competitions and special training of the person for them;
32) sports discipline - the part of sport having distinctive signs and including one or several types (programs) of sports competitions;
33) sports reserve - the athletes of youthful, junior and youth age having the potential for achievement of good results in elite sport;
33-1) prohibited substances and (or) methods in sport (further - dope) - chemical compounds (substances, drugs) and the methods included in the prohibited list of the World anti-doping Organization and the International standard of the World anti-doping Organization including use or attempt of use of substance and (or) the method included in lists of the substances and (or) methods prohibited for use in sport;
34) the sports judge - the physical person who had special training and received the corresponding qualification category, authorized by the organizer of sporting event to provide refereeing according to rules of sport and provisions (regulations) of sporting event;
34-1) teams of the Republic of Kazakhstan on sports - groups of athletes, trainers, domestic and foreign sports specialists, not belonging to elite sport, participating in the international sports competitions;
35) national teams of the Republic of Kazakhstan on sports - groups of the athletes, trainers, domestic and foreign specialists who are performing preparation and participating in the international sports competitions under National Flag of the Republic of Kazakhstan in elite sport;
35-1) regular national teams of the Republic of Kazakhstan on sports - groups of the athletes, trainers, domestic and foreign specialists performing sports activities on the financial conditions provided by the budget legislation of the Republic of Kazakhstan, and participating in the international sports competitions under National Flag of the Republic of Kazakhstan;
35-2) teams of areas, the cities of republican value and the capital on sports - groups of the athletes, trainers, specialists who are performing preparation and participating in republican and international sports elite sport competitions;
36) the register of sports - the register containing the data on the sports and sports disciplines which gained development in the territory of the Republic of Kazakhstan fixed on paper and electronic carriers;
37) sport - sport component which distinctive signs are the circle of occupations, set of physical exercises or mental abilities in competitive activities and the rules of competitions combined on signs of similarity of rules of sports of one sports federation;
38) the head coach of national team of the Republic of Kazakhstan by the form sport - the trainer who is responsible for management, preparation, forming and performance of national team of the Republic of Kazakhstan by the form of sport in the World Cups, Olympic, Paralympic, Deaflympics and other international competitions;
39) No. 183-VIII ZRK is excluded according to the Law of the Republic of Kazakhstan of 15.04.2025
40) sports ethics - the rules of conduct established for athletes, trainers, trainers-teachers and sports judges;
40-1) sports and mass actions - the actions aimed at the development of physical and mental abilities of the person, promotion of healthy lifestyle which are carried out in sports constructions and objects, and also the open areas intended for holding sports and mass actions, assuming simultaneous stay on these actions of two hundred and more viewers;

41-3) organizers of sports and mass action - physical person or legal entity at the initiative of which the sports and mass event is held;
41-4) national standards of sports preparation - set of the minimum requirements to sports preparation by the form (types) of sport developed and approved by authorized body in the field of physical culture and sport for the sports organizations;
42) sports competition - the competition among athletes or teams by the form (types) of sport for the purpose of identification of the best competitor held by the approved provision (regulations);
42-1) disqualification of the animals participating in sports competition - discharge of animals from participation in sports competitions, educational training camps for use of dope in respect of them;
43) the agreement on sports activities - the civil agreement signed between the athlete, the trainer or other specialist in the field of physical culture and sport and the sports organization;
43-1) sports medicine - the field of medicine which is responsible for biomedical support of training of athletes, including medical and functional control in sport including the admission of athletes to sports of the highest achievements, functional and medical rehabilitation of athletes, early identification of variation of the state of health, increase in sports working capacity, therapy and prevention of somatic diseases and injuries of athletes, psychological preparation, medical care in urgent form in sport and hygiene of sport;
43-2) organization of sports medicine and rehabilitation - the organization which is responsible for biomedical support of training of athletes including medical and functional control in sport, including the admission of athletes to sports of the highest achievements, functional and medical rehabilitation of athletes, early identification of variation of the state of health, increase in sports working capacity, therapy and prevention of somatic diseases and injuries of athletes, psychological preparation, medical care in urgent form in sport and hygiene of sport;
44) sporting event - sports competition, educational training camp to participation of athletes, trainers and specialists in the field of physical culture and sport;
44-1) priority sports - the sports included in programs and having high sports results at the Olympic, Paralympic, Deaflympic, Asian, Paraasian Games and national sports;
45) sports federation - the non-profit organization created in the form of public association or consolidation of legal entities in the form of association (union) for the purpose of development of one or several sports;
