Bring in the Federal constitutional Law of March 21, 2014 No. 6-FKZ "About acceptance to the Russian Federation of the Republic of Crimea and education as a part of the Russian Federation of new subjects - the Republic of Crimea and the federal city of Sevastopol" (The Russian Federation Code, 2014, No. 12, Art. 1201; No. 22, Art. 2766) following changes:
1) in Article 11:
a) add part 3 with offers of the following content: "In case of change by public authorities of the Republic of Crimea and the federal city of Sevastopol within the powers of procedure and sales terms of the privileges provided to separate categories of the citizens and persons specified regarding 1 this Article till February 21, 2014 in natural form, and also procedure and conditions of implementation of the payments made before the specified date need of provision of such privileges and implementation of such payments taking into account criterion of needs can be provided. The specified changes are accepted by public authorities of the Republic of Crimea and the federal city of Sevastopol in coordination with the federal executive body performing functions on development and realization of state policy and normative legal regulation in the field of work and social protection of the population till January 1, 2015.";
b) add part 6 with words ", except as specified, provided by part 6.1 of this Article";
